Rythu Bandhu Latest Update

In spite of the lockdown imprinting its incomes, the Telangana government has discharged Rs 7,000 crore for Rythu Bandhu for Kharif crop and another Rs 1,200 crore for the harvest advance waiver, an aggregate of Rs 8,200 crore on Thursday. The State government will store the yield credit waiver sums straightforwardly into the financial balances. In the primary portion crop credit waiver, a measure of Rs 1,200 crore will be saved into the records of 6.1 lakh beneficiaries. Also, Mr Harish Rao said arrangements were being made to credit the assistance at ₹5,000 per acre to about 51 lakh eligible farmers before the commencement of the agriculture season.

Rythu Bandhu Payment Release

As per the government promise the Telangana government has released Rs 5,290 crore rupees for rythu Bandhu scheme and deposited it into 50 lakh farmers account on 22nd June 2020. Due to coronavirus the revenues of government are very low but still the government of Telangana have managed to  extend the benefit Rythu Bandhu Scheme to all the farmers. Rs 5,000 per acre is provided to every farmer under Rythu Bandhu Scheme. All the farmers who has secured passbook till June 16 will get rythu Bandhu amount and there are around 5 lakh farmers who have not submitted their bank account details. As soon as the farmers update their bank account details they the amount will be credited to their bank accounts.

Objective of rythu Bandhu scheme 2020

Through the implementation of the rythu Bandhu scheme, the Government of Telangana is providing financial incentives to the farmers in order to improve their financial condition and make them self dependent. Through this scheme, the farmers will get Rs 4000 per hectare of land along with many other benefits.

Fund Release For Rainy Season

On 15th June 2020, the Chief Minister K Chandrashekar Rao has release fund of Rs. 5500 crores. State Agriculture Minister S Niranjan Reddy has transferred the fund for the disbursal among farmers for the rainy season under the Rythu Bandhu scheme. Agriculture Minister has also thanked the chief minister and give the information about another fund of Rs. 1500 crore will also release soon so far. The fund is released to support the farmers financially in the difficulties facing by the state due to COVID crises which reflects that farmers and agriculture are the priority of the government.

Rythu Bandhu Important Details

As per the information we have the chief minister K Chandrasekhar Rao government was considering the fact that the benefits of the scheme will be provided to only those farmers who will cultivate the land. Those farmers who claim for the scheme but their land remains uncultivated they will not get the amount. In other words, no cultivation no Rythu Bandhu benefits. The

were above Rs 25,000 and not as much as Rs 1 lakh. Harish said the assets for

Benefits and features of rythu Bandhu scheme

  • Under rythu Bandhu scheme the government is going to provide a financial incentive to the farmers

  • Applicant must be a permanent resident of Telangana state
  • Applicants should belongs to the SC/ ST/ BC/ EBC/ Minority category

The Chief secretary Somesh Kumar of the Telangana government has recently seen issuing orders so that they can update certain clauses in the rules under Government Order No. 135, dated September 16. Now due to the new update in the scheme, the government will be providing 7 slabs instead of the previously launched four in GO No. 131, dated August 31, like in the old LRS scheme of 2015. The government has also launched new regularization charges with the current market value of the plot as per the date of 26 August 2020. This update was done recently by the concerned authorities of the Government of Telangana. Due to this update, a lot of new changes can be seen in the regularization rules of the state.

When the new updates regarding the regularisation charges were issued by the chief secretary, he also said that the update was done by keeping in mind the number of requests that they were receiving day by day by the concerned resident of the state. All of the residents of the state were quite disappointed because the regularization charges were very high. The LRS scheme which was launched in the year 2015 had a very low regularisation charges amount as compared to the new changes which were done a few years ahead. Also, the same issues were noted by the several MLAs in the Assembly on Wednesday. In the assembly, Minister K.T. Rama Rao also addressed the issue and said that the regularization charges will be made similar to the ones that were in the scheme for the year 2015.

Regularisation Charges

The change in the regularization charges are as follows in this step by step points:-

  • For sub-registrar value of less than Rs 3,000 per square yard will be 20 percent
  • Between Rs 3,001 and Rs 5,000 30 percent
  • Between Rs 5,001 and Rs 10,000 40 percent
  • Rs 10,001 and Rs 20,000 50 percent
  • Between Rs 20,001 and Rs 30,000 60 percent
  • Between Rs 30,001 and Rs 50,000 80 percent
  • Above Rs 50,000 per square yard sub-registrar value will be 100 percent.
  • If 10 per cent open space is not available in the unapproved layout, pro-rata open space charges at 14 per cent of the plot value prevailing as on the date of registration of the plot will be collected, instead of the prevailing rate as on August 26, 2020.
  • The LRS regularisation charges include the NALA fee (for the conversion of agricultural to non-agricultural land use)
  • No separate NALA fee is to be paid by LRS applicants.

Mandatory Rules

The all who applicants applying for the new scheme must follow all the rules carefully-

  • Road width should be a minimum of nine metres.
  • In case of weaker section layouts or plots less than 100 sq metres, the road width maybe six metres.
  • In case required road width is not available, required depth for widening equal on both sides will be insisted and water bodies will be preserved in the layout.
  • The regularization measure is not applicable for plots or layouts from the application of land ceiling laws, land disputes or claims over the title, boundary disputes, etc.
  • In respect of assigned lands, prior clearance from the district collector will have to be obtained.
  • Even if only a few plot holders come forward for regularisation in an unapproved layout, the layout pattern approved by the competent authority
  • The applicant should furnish copies of the sale deed/ title deed only.
  • Agreement of sale or the general power of attorney not be considered as evidence.
  • No layout/development will be allowed in the bed of any kind of water bodies and in the full tank level (FTL) of any lake, pond, ‘Kunta’ and in ‘Shikam’ lands.
  • Water bodies and courses will be maintained as a recreational/green buffer zone, and no layout development activity other than recreational will be permitted within-
    • 30 metres from the boundary of river course/ lakes of the area of 10 hectares and above
    • 9 metres from the boundary of lakes / ‘kuntas/shikam’ lands of area less than10 hectares
    • 9 metres from the boundaries of the canal, ‘vague’, etc., and two metres from the defined boundary of the ‘Nala’ or stormwater drain.

The state government of Telangana has released Rs. 875 crore to distribute the TS Aasara Pension. Eligibility Criteria

There are
different eligibility criteria that are finalized for the different group of
beneficiaries which is available under the Telangana aasara pension scheme for
2020:-

For Old Age-

  • The age should be 65 years and above.
  • The applicant must belong to primitive and Vulnerable Tribal Groups
  • Only one pension in a family, preferably women is eligible.
  • Landless agriculture laborers, rural artisans/craftsmen slum dwellers, persons earning their livelihood on daily basis in the informal sector like porters, coolies, rickshaw pullers, hand cart pullers, fruit/flower sellers, snake charmers, rag pickers, cobblers, destitute and other similar categories irrespective of rural or urban areas are also eligible.
  • Homeless, houseless households residing in temporary informal establishments or huts especially in urban areas are eligible.
  • Households headed by widows or terminally ill persons/disabled persons /persons aged 65 years or more with no assured means of subsistence or societal support are also eligible.

For Widow-

  • The age of the widow must be above 18 years.
  • The applicant must belong to primitive and Vulnerable Tribal Groups

For Weavers-

  • The age of the weaver must be above 50 years.
  • The applicant must belong to primitive and Vulnerable Tribal Groups
  • Only one pension in a family can avail of the pension.
  • By profession, a person should be in weaving, irrespective of rural or urban areas

For Toddy Tappers-

  • The age of the applicant must be above 50 years.
  • The applicant must belong to primitive and Vulnerable Tribal Groups
  • By profession, the person should be in Toddy Tapping, irrespective of rural or urban areas.
  • For Toddy tapper pensions the verification should be confirmed whether the beneficiary is a registered member in the Co-Operative Society of Toddy Tappers.

For Disabled Person-

  • A person of any age can apply for the scheme.
  • The applicant must belong to primitive and Vulnerable Tribal Groups
